FAQs: Frequently Asked Questions about Liberty FCU PrePaid Reloadable Debit Cards — General Purpose

Q. How does a Prepaid Reloadable Mastercard® Debit Card work?

A. It’s a reloadable prepaid Mastercard debit card, which means you can spend up to the value placed on the card anywhere Mastercard debit cards are accepted. You can shop in stores, online, over the phone, and by mail order. You can get cash at ATMs worldwide. Each time you make a purchase, the amount of that purchase is automatically deducted from the card.

Q. How do I know the balance on my Prepaid Reloadable Mastercard® Debit Card?

A. You can check your balance at our Web site, www.libertyfcu.org/prepaid, by calling your local branch, or by calling customer support at (866) 760-3156. Since a merchant may not be able to tell how much money is on the card, keeping track of your balance is a sure way to know how much you have to spend.

Q. Where can my Prepaid Reloadable Mastercard® Debit Card be used?

A. Your card can be used to make purchases at millions of Mastercard debit locations worldwide and to obtain cash at ATMs worldwide. Your card may not be used for recurring transactions, such as some subscriptions, or at some merchants, such as gambling establishments.

Q. Are there transaction or reload limits?

A. Purchase transactions are unlimited, up to the balance remaining on your card. However, for the protection of our cardholders, there are limits to the number and dollar amount of reloads, ATM withdrawals, and cash advances performed within a certain time period. To learn more about the current limits, please reference your terms and conditions.

Q. Who can order or use the card?

A. Our Prepaid Reloadable Mastercard® Debit Card can be purchased by any member of Liberty Federal Credit Union, age 18 or older. Secondary cardholders must be at least 13 years of age. The individual purchasing the Card is defined as the primary cardholder. The address listed for the primary cardholder must match the billing address for the debit/credit card used to purchase the Card. Personalized primary cardholders can order online up to four personalized secondary cards for family members or companions. When purchasing a secondary card for a young person with no card experience, be sure to go over all of the materials that accompany the card.

Q. Can I purchase a Prepaid Reloadable Mastercard® Debit Card as a gift?

A. No, Mastercard Prepaid Cards cannot be given as a gift.  You purchase the Mastercard Prepaid Card for your own personal use.

Q. How do I get a Prepaid Card?

A. You can order personalized Prepaid Reloadable Mastercard® Debit Card directly at this site or any Liberty Federal Credit Union branch. You can purchase non-personalized Prepaid Reloadable Mastercard® Debit Cards at your local Liberty Federal Credit Union branch.

Q. Does the cardholder need to sign an agreement?

A. Each card is distributed with Terms & Conditions. This document fully explains the terms and conditions regarding the use of the card. This document can also be viewed online. The cardholder accepts the terms and conditions by either signing the back of the card, activating the card, using the card, permitting anyone else to use the card, or receiving the card by request.

Q. How do I activate my Prepaid Reloadable Mastercard® Debit Card and obtain my PIN?

A. Non-personalized cards are activated at the time of purchase, and the PIN may be obtained by calling the number on the back of your card. Personalized cards can be activated by logging into this site and clicking on the Activate Card button, or, by calling the customer support number listed on the back of your card. Over the phone, an assigned PIN will be automatically spoken after your card is activated and you’ll be given the opportunity to select a new PIN if you choose.

Q. What happens if I need to return an item?

A. Each merchant location has its own return policies and will handle the returns in the same manner as any other Mastercard ® transaction and may take up to 7 business days to be credited to your Card. They may credit your Card; provide a cash refund, or a store credit.

Q. What if the purchase is denied?

A. If a decline occurs, the card’s available balance is probably less than the purchase amount. You may inform the merchant of the remaining balance on the card and use another form of payment to pay the difference, subject to the policy of the merchant. Also, please be aware that some merchants – for example, restaurants, car rental agencies, salons, mail-order companies, and cruise lines – preauthorize for an amount slightly higher than your actual transaction to ensure sufficient funds for tips or incidental expenses. This amount is “held” until the transaction settles to your Prepaid Card. Only the amount you sign for will ultimately be deducted from your card. Use of the card at automated fuel dispensers requires a minimum balance of $75. Again, only the actual amount spent will ultimately be deducted from the card.

Q. Can I use the Card to make a purchase that is larger than the balance on the card?

A. Yes, subject to the ability of the merchant, simply pay a portion of the purchase with the available balance on your prepaid card then request to pay the balance of the purchase with cash, check, or a credit/debit card.

Q. Can I reload the Prepaid Reloadable Mastercard® Debit Card?

A. Yes, the card can be reloaded up to 3 times for Non-personalized and unlimited times for Personalized.  To reload using the Liberty Federal Credit Union account, credit or debit card registered during enrollment, primary cardholders can visit the website, call the number listed on the back of their card, or visit your local branch. Cards may only be reloaded using a valid Liberty Federal Credit Union account, debit, or credit card. Any applicable fee for reloading via the website or by phone will be charged to your funding source, along with the value being added to your card.

Q. What do I do if I have a Non-Personalized Card and I’ve reached the 4-load limit?

A. If you choose, a new Personalized Card can be ordered from the website, or by going into your local branch. You can continue to make purchases using your old card until the balance has been depleted.

Q. Why might my initial load or reload be declined?

A. Possible reasons your initial load or reload might be declined are: the name/address on your Liberty Federal Credit Union account, debit or credit card does not match the primary cardholder profile on the Prepaid Reloadable Mastercard ® Debit Card account, the debit/credit card expiration date or 3 digit code listed on the website is incorrect, or the 4 load limit or other applicable limits have been exceeded. First, verify your funding source information and the total number of reloads performed to date. If this does not resolve the issue, call the toll free number on the back of your card to discuss other limits that may have been exceeded.

Q. Can the card ever have a negative balance?

A. Any authorization request that is greater than the card’s available balance will be declined. However, there can be times when a Mastercard® merchant puts an item through without prior authorization. If an overdraft occurs, the cardholder will be required to either reload funds onto the card or make a payment to Cardholder Services to cover the negative amount, or if necessary the credit union may pull funds from a Liberty FCU account which the primary has an interest in. See the “Negative Balances” section in the Terms and Conditions for full details.

Q. How do I find an ATM when I travel – especially overseas?

A. Visit our website at www.libertyfcu.org/giftcard or use the ATM locator found at www.mastercard.com for participating Mastercard ATMs and for participating STAR ATMs.

Q. What is the exchange rate when I get to another country?

A. The exchange rate is determined by the rate of exchange on the date of purchase. Using your Prepaid Card at an ATM can be less expensive than using a currency exchange to get foreign currency.

Q. When I travel, are my receipts in U.S. dollars or the local currency?

A. Your receipt will reflect the local currency. It is always good to plan ahead and have a general idea of what the local exchange rates are before you travel. This helps you to understand what goods and services are actually costing you. See the Terms and Conditions for more information regarding international transactions.

Q. What happens if my Prepaid Reloadable Mastercard® Debit Card is lost or stolen?

A. We provide 24-hour toll-free support. Immediately report any problems or a lost or stolen card by calling (866) 760-3156. A replacement card can be issued and any available balance transferred to a new card, less applicable fees that will be deducted from the card’s available balance. Replacement cards are generally received in 7-10 business days. Emergency card replacement can also be requested with guaranteed delivery within the next business day, or sooner in some cases, however a fee may apply. See the Terms & Conditions for fees that apply to lost or stolen cards and emergency card replacement. As long as the lost or stolen card is reported immediately, you will not be responsible for any unauthorized merchant charges, provided such transactions took place on the Mastercard® Network. For all other unauthorized merchant transactions, you may be liable for up to $50.  If traveling internationally or far from home, a secondary card should be considered. That way, if the primary card is lost or stolen, the secondary card can immediately be used to access the funds without having to wait for a replacement card.

Using Your Card

The Prepaid Reloadable Mastercard® Debit Card is a reloadable stored-value card. It is neither a credit card, nor a NCUA insured deposit account. This card is issued by Liberty Federal Credit Union pursuant to a license from Mastercard® U.S.A, Inc. Your Card allows you to access your prepaid funds at ATMs. You may also use your card at merchants who accept Mastercard® debit cards worldwide. The card may not be used for recurring transactions, such as some subscriptions, or at some merchants, such a gambling establishment.

The maximum value credited to the Card on issue is limited to $1000 for Non-Personalized cards, $2500 for Personalized Cards, and no more than these amounts can be available for use on the Card at any one time.

Activate your Card by calling toll-free, 1-866-760-3156 or visit us online at www.libertyfcu.org/prepaid. You will be required, for validation purposes, to provide personal information. To obtain your PIN you will need to call 1-866-760-3156. Once you have your initial PIN, you may also select your own PIN. You will need your PIN to access cash from ATMs and to use for debit purchases at merchants. Be sure to choose a PIN with a number that, while easy for you to remember, may be difficult for someone else to guess. You may use your Card after activation.

The Bank Secrecy Act is a federal law that requires all financial institutions to obtain, verify, and record information that identifies each person who opens a Card Account. What this means for you: During the issuance and activation process for any Card, we will ask you to provide certain identification information including your name, address, date of birth, and other information that we may require to identify you. We may also ask to see your driver’s license or other identifying documents. You must provide us with verifiable identification information. We will use the information to verify your identity and to activate your Card. Please see our Privacy Policy for further information. We will compare your personal identifying information with certain information provided by the U.S. government and other authorities as required by law and may in our sole discretion decline to activate your Card based on such information. We may make such comparisons from time to time and may, in our sole discretion, cancel your Card at any time. If we decline to activate your Card, and if permitted by law, we will refund the balance on your Card.

The Card is non-transferable. The person who purchases the Card is the only person authorized to use the Card. Please do not give your Card to anyone else to use.

You may request four additional Cards when you order your Card for any user you authorize which will have to be separately activated and which can be used in the same way as the Card at ATMs and merchants that accept Mastercard® debit cards. You are responsible for all authorized transactions made with this additional Card. Only the primary cardholder can load funds to the account.

You may only use the Card when there is a balance available on the Card and only up to the amount left on the Card and any transaction fee due. All use at an ATM or for purchases will be deducted from your Card, including any transaction fees. Any transaction made that exceeds the available balance will be declined.

Some Mastercard® merchants may, subject to limits, allow you to use your Card for cash-back on purchases and cash may be advanced at a Mastercard® affiliated financial institutions.

When you use your Card at an automated gas station pump you will require a minimum of $75 available credit on the Card to enable gas to be dispensed (It may take up to 24 hours before any unused amount is available to spend due to the way in which the transactions are processed). If your available balance is less than this, please pay the attendant in the gas station.

If you use the Card to make a telephone call this can require a minimum available balance of $15.

If you use your Card to purchase meals or drinks many restaurants and bars factor a tip into the price of up to 20% when pre-authorizing Card purchases but you will only be debited with the actual amount you spend.

Should you use your Card to pre-authorize a hotel reservation, add 20% to the reservation. Any amount requested in a pre-authorization will not be available to you to spend using the Card, although you will only be finally debited with the actual amount you spend. If 30 days elapse without you authorizing an amount any pre-authorization will be cancelled and this will be available to you.

Automobile rental and/or cruise ship businesses, likewise add 15% to the rental/reservation to allow for any additional expenses. If 30 days elapse without you authorizing an amount any pre-authorization will be cancelled and this will be available to you. Mail order companies often add a similar amount for potential shipping costs although the amount finally debited will be as the final bill.

When making a purchase on the phone, by mail or online the account information you provide must be the same account information as registered for the Card and a difference may lead to a declined authorization.

To make a purchase greater than the balance on your card, you will need to use a second payment method – cash, check, credit, or debit card – to cover the difference. When making your purchase; tell the cashier in advance how much to deduct from your card and how much you will pay with the second payment method.

If you use the Card to buy goods and you want to use some other method of payment for part of the cost please advise the store in advance and use the Card first before paying any balance by other means. We do not guarantee that the establishment will fulfill this request.

New procedures are in effect that may impact you when you use your Card at certain merchant locations. In the past, transactions have been processed as Mastercard debit transactions unless you entered a PIN. Now, if you do not enter a PIN, transactions may be processed as either a Mastercard debit transaction or as an [ALLPOINT, CIRRUS, CO-OP, NYCE, PULSE, STAR, INTERLINK] transaction.

Merchants are responsible for and must provide you with a clear way of choosing to make a Mastercard debit transaction if they support the option. Please be advised that should you choose to use the [ALLPOINT, CIRRUS, CO-OP, NYCE, PULSE, STAR, INTERLINK] network when making a transaction without a PIN, different terms may apply. Certain protections and rights applicable only to Mastercard debit transactions as described in this Agreement will not apply to transactions processed on the [ALLPOINT, CIRRUS, CO-OP, NYCE, PULSE, STAR, INTERLINK] network. Please refer to the section labeled “Your Liability for Unauthorized Use” for a description of these rights and protections applicable to Mastercard debit and non-Mastercard debit transactions.

To initiate a Mastercard debit transaction at the POS, swipe your Card through a POS terminal, sign the receipt, or provide your Card number for a mail order, telephone, or internet purchase. To initiate a non-Mastercard debit transaction at the POS, enter your PIN at the POS terminal or provide your Card number after clearly indicating a preference to route your transaction as a non-Mastercard debit transaction for certain bill payment, mail order, telephone, or internet purchases.

Your Card will expire on the date embossed on the front of the Card. If your account is a personalized account, is in good standing, has had activity within the last 180 days, and you are still a member in good standing of Liberty FCU, the reloadable account will automatically reissue. Non-Personalized accounts will not reissue at expiration.

The Card is our property and we may revoke the Card at any time without cause or notice. You must surrender a revoked Card and any Additional Card and you may not use an expired or revoked Card. Upon revocation any amount remaining in your Card account, after deducting all applicable fees, will be returned to you.

You will notify us promptly within a reasonable time if the Card is lost or stolen. A replacement Card will be issued for the balance remaining on the Card at the time it is reported lost or stolen less any applicable fee (subject to the section below entitled Unauthorized Use of Your Card). If you need to replace your Card for any reason, you can submit a request via the website at libertyfcu.org or My Card Manager mobile app.  Alternatively, you may contact us at 1 (800) 800-9271  to request a replacement Card; you will be required to provide personal information which may include your Card number, full name, transaction history, etc.

We may change the terms of this Agreement or any features of the Card, and we will give you notice of any such change required by law.

Any entity honoring the Card is required to obtain approval or authorization for any transaction. The balance available for authorizing transactions with the Card is the lesser of your available balance or any dollar limitation disclosed for the transaction being performed. You may use your Card only in the manner and for the purposes authorized by this Agreement.

You do not have the right to stop payment on any purchase transaction originated by use of the Card. We are not responsible for any injury to you or to anyone else caused by any goods or services purchased or leased with your Card. If you are entitled to a refund for any reason for goods or services obtained with a Card, you agree to accept credits to your Card in place of cash.

You may use your Card for any Recurring Transactions. “Recurring Transactions” are transactions that you authorize to have automatically charged to your Card each month or other specified period with or without any further action on your part. Examples of merchants that may use Recurring Transactions include wireless carriers, internet service providers, health clubs, insurance companies that automatically charge monthly premiums, and cable TV services. If you have pre-authorized a third party to deduct Recurring Transactions, you can stop any of these payments. To stop a payment you must provide sufficient advance notice to the party that you authorized to debit your Card balance to allow that party to stop payment before the next payment is scheduled to be made. You may notify us by calling 1 (800) 800-9271, or writing to us at 4401 Theater Drive Evansville, IN 47715. If you notify us orally by telephone, we may require you to provide a written confirmation within fourteen (14) days of your call. You must give us notice by any of these methods in time for us to receive your request three (3) business days or more before the payment is scheduled to be made.

We may suspend access to your Card if we notice excessive use of your Card or other suspicious or potentially illegal activities. Access will be reinstated once we have notified you, clarified the situation and rectified any problems. If you are entitled to a refund for any reason for goods or services obtained with your Card, you agree to accept credits to your Card for such refunds and agree to the refund policy of that merchant. If you have a problem with a purchase that you made with your Card, or if you have a dispute with the merchant, you must handle it directly with the merchant. You should get a receipt at the time you make a transaction using your Card. You agree to retain, verify, and reconcile your transactions and receipts.

Negative Balances

You also agree to be liable for any shortage resulting from transactions which exceed the available balance on the card, whether caused by you or another whom you allow to use this card. This liability is due immediately, and can be deducted directly from any Liberty Federal Credit Union account you currently own or have an interest in whenever sufficient funds are available. You have no right to defer payment of this liability, and you are liable regardless of whether you signed the item or benefited from the charge. You will also be liable for our costs to collect the deficit as well as for our reasonable attorneys’ fees, to the extent permitted by law, whether incurred as a result of collection or in any other dispute involving your card or account including, but not limited to, disputes between you and another joint owner; you and an authorized signer or similar party; or you and a third party claiming an interest in your card or account.

PIN Protection

You agree to take all necessary steps to protect your PIN and never disclose your PIN to anyone. For security purposes never write your PIN on the Card and never carry a record of your PIN in your purse or wallet. If you permit someone else to use your Card and you give that person your PIN, we will treat this as if you have authorized this person to use your Card and you will be responsible for any transactions initiated by such person with your Card.

We advise that any person to whom you may give an additional Card should be advised to treat the PIN for that Card in the same manner.

If you have forgotten or lost your PIN, you may contact customer support anytime at 1 (800) 800-9271 to be reminded of your PIN. A PIN Inquiry fee may apply. Alternatively, you may change your PIN on our website at libertyfcu.org. If you make more than three (3) unsuccessful attempts when asked to enter your PIN at a merchant terminal or Automated Teller Machine (“ATM”), your PIN will be locked for 24 hours. While your PIN is locked, you will not be permitted to use your Card at an ATM or to make transactions authenticated by your PIN. After 24 hours, your PIN will automatically unlock.

For Your Safety When Using an ATM, Please Observe the Following

If the ATM you are using is inside a building, close the entry door completely upon entering. Individuals who have a legitimate need to gain access to an ATM should have an access device. Put withdrawn cash in a secure place before stepping away from the ATM. Be aware of your surroundings. If you believe you are being watched or followed, cancel your transaction, then go to a well-populated area. If necessary, call the local police. Do not write your PIN on or near the Card. Generally, we will tell you the results of our investigation within 10 business days after we hear from you and will correct any error promptly. If we need more time, however, we may take up to forty-five (45) calendar days to investigate your complaint or question. If we decide to do this, we will re-credit your Card within 10 business days for the amount you think is in error, so that you will have use of the money during the time it takes us to complete our investigation. If we ask you to put your complaint or question in writing and we do not receive it within 10 business days, we may not re-credit your Card.

If we decide that there was no error, we will send you a written explanation within 3 business days after we finish our investigation and any credit made under the preceding paragraph must be repaid by you. You may ask for copies of documents that we used in our investigation.

Unauthorized Use of Your Card

The Mastercard® zero liability policy may protect you from liability for certain unauthorized transactions. The zero liability policy does not apply to ATM transactions.  Under the zero liability policy, unless you have been grossly negligent or have been engaged in fraud, you will not be liable for any unauthorized transactions made with your lost or stolen Card, provided such transactions take place on the Mastercard® Network. For all other unauthorized transactions, you may be liable for up to $50.  If you are grossly negligent or have engaged in fraudulent conduct, you could lose all the money in your account. A transaction is unauthorized if it is not initiated by you, you did not give permission to make the transaction and you do not benefit from the transaction in any way. Any unauthorized transactions will be re-credited to your Card in 5 business days.

Also, if your account history has transactions that you did not make, tell us at once by calling, toll-free, 1-866-760-3156. If you do not tell us within 60 days after the transaction was posted to your account, you may not get back any money you lost if we can prove we could have stopped someone from fraudulently using the Card if you had told us in time. If we believe that a good reason kept you from telling us, we will extend the time periods. **

Termination

We reserve the right to terminate this Agreement or any of the services that are described herein by giving you written notice. You may, at any time, terminate this Agreement by calling us, toll-free, at 1-866-760-3156. Termination will not affect any of our rights or your obligations arising under this Agreement prior to termination.

Amendment

We may amend these terms and conditions at any time by adding, deleting or changing provisions in compliance with the applicable notification requirements of federal law. However, if the change is made for security purposes, we can implement it without prior notice.

Assignment

We may at any time and without notice to you assign the Card, this Agreement or any of our rights or obligations under the Card or this Agreement to any person or entity. The person or entity to which we make any such assignment shall be entitled to all our rights and/or obligations under this Agreement, to the extent assigned.

**Cardholders should always regularly check their transaction history for accuracy. Financial institutions may impose greater liability on the cardholder if the financial institution reasonably determines that the unauthorized transaction was caused by the gross negligence or fraudulent action of the cardholder—which may include your delay for an unreasonable time in reporting unauthorized transactions.

Telephone Calls; Calling, Monitoring, and Recording

From time to time, we may monitor and record telephone calls between you and us to assure the quality of our customer service or as required by applicable law.  You agree that we or our agents may contact you at any telephone number you provide to us, including your cell phone number for any informational, non-telemarketing purpose related to your Account, including Card or Account related matters etc.  You agree to receive these calls, including calls or contacts made via an automated telephone dialing system; messages, such as prerecorded or artificial voice messages; or text messages sent via an automated texting system.  You understand and agree that your service provider may charge you for these calls/messages.

Smart Budgets and Set Aside Goals

You will have access to Smart Budgets and Set Aside Goals to help you manage your finances with your Card.  This is not a savings account.  It is a method to set budgets and hold funds aside for special occasions.  You can transfer an amount from your available balance towards the goal as frequently as you would like. While the funds are being held for the goal, they will not be part of your available balance. The funds are still on your Card, just removed from your available balance so you do not spend them. You can move them out of your Set Aside balance and back into your available balance at any time.

Mobile Application

The My Card Manager Mobile Application allows you to use your mobile device to manage your Card’s activity.  The Mobile Application may not work with all mobile devices, and not all functionalities of the Card are available on mobile devices or through the Mobile Application. If you use the Mobile Application, you are solely responsible for any fees that your wireless service provider or other third party charges, such as fees for messages and data services. Your wireless service provider is not the provider of the Mobile Application, and you understand and agree that we are not responsible for the hardware and/or mobile device you use in downloading and using the Mobile Application.

FAQs: Frequently Asked Questions about Liberty FCU Student Relationship PrePaid Reloadable Debit Cards

Q. How does our Student Relationship Prepaid Reloadable Mastercard® Debit Card work?

Q. How do I know the balance on my Student Relationship Prepaid Card?

A. You can check your balance at this website, www.libertyfcu.org/prepaid, by contacting your local branch, or by calling customer support at (866) 901-8090. Since a merchant may not be able to tell how much money is on the card, keeping track of your balance is a sure way to know how much you have to spend.

Q. Where can my Student Relationship Prepaid Card be used?

However, for the protection of our cardholders, there may be limits to the number and dollar amount of reloads, ATM withdrawals and cash advances performed within a certain time period. To learn more about the current limits, please reference your terms and conditions.

Q. Who can order/use these cards?

A. Our Student Relationship Prepaid Card can be purchased by any member of Liberty Federal Credit Union, age 18 or older. The individual purchasing the card is defined as the primary account holder, and does not receive a card but orders up to four “Teen” cards to be given to their children, ages 13 and older. The address listed for the primary account holder must match the billing address for the debit/credit card used to purchase the Student Relationship Prepaid Card, if one is used. When purchasing for a young person with no card experience, be sure to go over all of the materials that accompany the card.

Q. Can I purchase a Student Relationship Prepaid Card as a Gift?

A. No, Student Relationship Prepaid Cards cannot be given as a gift. You purchase the Student Relationship Prepaid Card for your child’s use.

Q. How do I get a Student Relationship Prepaid Card?

You can order personalized Student Relationship Prepaid Cards directly at this site or any Liberty Federal Credit Union branch.

Q. Does the cardholder need to sign an agreement?

A. Each card is distributed with Terms & Conditions. This document explains the terms and conditions regarding the use of the card. The full terms and conditions can also be viewed online. The cardholder accepts the terms and conditions by signing the back of the card, activating the card, using the card, permitting anyone else to use the card, or receiving the card by request.

Q. How do I activate my Student Relationship Prepaid Card and obtain my PIN?

A. Student Relationship cards can be activated by logging into this site and clicking the Activate Card button, or by calling the customer support number listed on the back of your card. Over the phone, an assigned PIN will be automatically spoken after your card is activated and you’ll be given the opportunity to select a new PIN if you choose.

Q. What happens if I need to return an item?

A. Each merchant location has its own return policies and will handle the returns in the same manner as any other Mastercard® transaction and may take up to 7 business days to be credited to your Prepaid Card. They may credit your Prepaid Card; provide a cash refund, or a store credit.

Use of the card at automated fuel dispensers may require that a minimum balance of $75 be available on the card in order to complete the transaction. Again, only the actual amount spent will ultimately be deducted from the card.

Q. Can I use the Student Relationship Prepaid card to make a purchase that is larger than the balance on the card?

A. Yes, subject to the ability of the merchant, simply pay a portion of the purchase with the available balance on your prepaid card then request to pay the balance of the purchase with cash, check, or a credit/debit card.

Q. Can I reload the Student Relationship Prepaid Card?

A. Yes. To reload using the funding account registered during enrollment, cardholders can visit the website, call the number listed on the back of their card, or visit your local branch. Cards may only be reloaded using a valid Liberty Federal Credit Union account, debit, or credit card. Any applicable fee for reloading via the website or by phone will be charged to your funding source, along with the value being added to your card.

Q. Why might my initial load or reload be declined?

A. Possible reasons your initial load or reload might be declined are: the name/address on file with the debit/credit card issuer does not match the primary cardholder profile on the website, the debit/credit card expiration date or 3 digit code listed on the website is incorrect, or the load limit or other applicable limits have been exceeded.

A. Visit the ATM locator found at this website or at www.mastercard.com for participating Mastercard ATMs and www.star.com for participating STAR ATMs.

Q. What happens if my Student Relationship Prepaid Card is lost or stolen?

A. We provide 24-hour toll-free support. Immediately report any problems or a lost or stolen card by calling (866) 901-8090. If traveling internationally or far from home, taking a second form of payment should be considered.

Using Your Card

The Mastercard® Student Relationship Prepaid Card is a prepaid, reloadable stored-value card. It is neither a credit card, nor a NCUA insured deposit account. This card is issued by Liberty Federal Credit Union; pursuant to a license from Mastercard® U.S.A, Inc. Your Card allows you to access your prepaid funds at ATMs. You may also use your card at merchants who accept Mastercard® debit cards worldwide. The card may not be used for recurring transactions, such as some subscriptions, or at some merchants, such as gambling establishments.

The maximum value credited to the Student Relationship Prepaid Card on issue is limited to $2500, and no more than $2500 can be available for use on the Card at any one time.

Activate your Card by calling toll-free, 1-866-901-8090 or visit us online at www.libertyfcu.org/prepaid. You will be required, for validation purposes, to provide personal information. During activation you will be given a PIN. You may also select your own PIN. You will need your PIN to access cash from ATMs and to use for debit purchases at merchants. Be sure to choose a PIN with a number that, while easy for you to remember, may be difficult for someone else to guess. You may use your Card after activation.

The Card is non-transferable. The person whom the card is purchased for is the only person authorized to use the Card. Please do not give your Card to anyone else to use.

You are responsible for all authorized transactions made with this Card. Only the purchaser can load funds to the account.

You may only use the Card when there is a balance available on the Card and only up to the amount left on the Card and any transaction fee due. All use at an ATM or for purchases will be deducted from your Card, including any transaction fees. Any transaction made that exceeds the available balance will be declined.

Some Mastercard® merchants may, subject to limits, allow you to use your Card for cash-back on purchases and cash may be advanced at a Mastercard® affiliated financial institution.

If thirty days elapse without you authorizing an amount any pre-authorization will be cancelled and this will be available to you.

Automobile rental and/or cruise ship businesses, likewise add 15% to the rental to allow for any additional expenses.

We do not guarantee that the establishment will fulfill thisrequest.

Your Card will expire on the date embossed on the front of the Card. If your account is in good standing, has had activity in the last 180 days, and you are still a member in good standing of Liberty FCU, it will automatically reissue.

We may suspend access to your Card if we notice excessive use of your Card or other suspicious or potentially illegal activities. Access will be reinstated once we have notified you, clarified the situation and rectified any problems.
